Closes the last two read-side dormant seams from capability-maturity §5
(siem-forwarder.ts 178 LoC + compliance-report.ts 86 LoC, 0 callers):

- audit-query: readAuditEvents(root, sprintId) — raw AUDIT_EVENT_CHANNEL
  payloads in stream order with prevHmac/hmac chain fields intact; the
  input shape verifyAuditChain / generateComplianceReport / the SIEM
  forwarder consume. Missing stream → [] (never throws).
- deckent audit compliance [--sprint --json --lang]: compliance report
  over the live ENT-3 chain; control flags derived from real config
  (autonomous.rbac_policy.enabled, strict_tenant_isolation); exit 1
  when the chain is broken. i18n en/tr output.
- deckent audit forward [--sprint --out --json --lang]: forwards the
  sprint's audit chain through createSiemForwarder into an NDJSON file
  (built-in file transport; manual flush, no dangling timer). Real
  network transports (HTTP/syslog) remain the ENT-5 follow-up.

Real-binary smoke: both subcommands run green on the live repo (current
sprint streams carry 0 audit events — producers are rbac/capability use;
populated path proven hermetically).

TDD: 8 new tests (readAuditEvents 4, CLI helpers 4); tsc clean; 140
targeted tests green. MASTER-PLAN ENT-5 updated.

562 safety-net #5: createPreArchiveSnapshot (sprint-finalizer CLEANUP) yazıyordu ama
restoreFromSnapshot (task-restoration.ts:217) 0-caller'dı — snapshot rollback-yeteneği
tüketilmiyordu. `deckent recover <sprint> --restore-tasks` ekledi: pre-archive snapshot'tan
task dosyalarını geri yükler (forward-cleanup ile mutually-exclusive, öncesinde return).
i18n en/tr. Gerçek-binary smoke: --help görünür + nonexistent→{success:false,"Snapshot not found"}
(wire uçtan-uca + JSON). tsc/i18n/hermetic temiz, build'li.
